CSL Rules & Referee Information

Thank you for following this list of Rules & Regulations for the Coast Soccer League.  These items are listed to highlight any differences from general FIFA Rules & Regulations and the basic rules of soccer.

Line-Up Form:
Ensure each team has completed their line-up form properly.
Each player must have a CSAS card.  No exceptions.  No card – No play.
Each player must sign the line-up form and the signature must match the signature on the CSAS player card.
Ensure that the photo on the CSAS player card matches the player.
If you observe any issues with the player not matching the photo or the signature, request verification with a Driver’s License (or other form of photo ID).
If the player does not provide a Driver’s License that matches the CSAS card, the player is not allowed to participate in the game.
If necessary, warn the coach that you will document any player discrepancy in your referee’s report and the League may determine that the team will forfeit the game if they use an illegal player.

Score Reporting
Every team must report their scores by 8pm Sunday evening after every game using the "CSL Scores" link on this website's home page.  Failure to do so will result in team fines.  There is valuable information that we as a league need to collect to ensure things are running smoothly and professionally and so that we can respond to any situations where action is needed.

Player “Loans”
For the 2008-09 season, the following teams are affiliated with each other:
  i.   Artesia / Artesia Reserves (Premier / First)
  ii.  United / United Reserves (Premier / Major)
  iii. PSA-Elite / PSA Reserves (Premier / Major)
  iv. Seahorse / Seahorses Reserves (Premier / First)
  v.   L.A. Strikers / H.B. Strikers (Major / First)

For League games, players can be “loaned” between the affiliated teams as follows:
  i.   3 players can play “up” a division
  ii.  1 player can play “down” a division
  iii. If affiliated teams are in the same division, 2 players from each team can play for the other team.

All other players must be registered with the same team – there are NO “loaning” of players between teams that are not affiliated – see above list.
For League Cup games, there are NO “loaning” of players in any way.

Game Fees:
Collect game fees before kick-off
  i.   $73 for 3 referee system.
  ii.  $59 for 2 referee system.

If there are only 2 referees, employ the 2 referee system – do NOT use a volunteer linesperson.
Checks are acceptable for game fee.
If a team does not pay the game fee by the end of half-time, do not start the second half and the opposing team will be awarded a forfeit win.

Kick-Off Time:
If both teams have at least 7 legal players, the game must start on time.
There is a 15 minute grace period from the scheduled kick-off time if a team does not have at least 7 legal players.
After 15 minutes, if a team has at least 7 legal players with ID cards, the game must be started.
After 15 minutes, if a team does NOT have 7 legal players, do not start the game and the opposing team will be awarded a forfeit win.
If the game is not played due to one team’s forfeit (lack of players), do NOT collect any game fees from the winning team.  The League will pay the referee association the game fee from the forfeiting team’s bond.  Please complete the winning team’s line-up form accordingly and mail the line-up form with the referee report as usual.
If the game starts late, do NOT reduce the playing time less than 90 minutes.  Reduce the half-time if necessary.  All games MUST be played the full 90 minutes.

Uniforms:
Each team must have matching uniforms for each player.
Do NOT allow a player to enter the field without an appropriate jersey with a legible jersey number.
Note on the referee’s report if any player does not have matching color shorts or matching color socks with the team’s colors.

Substitutions:
There are no limits on the substitutions.  A player can re-enter the game.
Do not allow a substitute player to enter the game without properly checking their CSAS ID card.  (i.e. player arrives late after line-up form has been completed)
If a player arrives after the 2nd half has started, that player can still play provided they meet the necessary criteria (i.e. valid CSAS card)
Substitutes allowed:
  i.   After a goal – either team.
  ii.  Goal kick – either team.
  iii. Own throw-in.  If team substitutes during own throw-in – opposing team may substitute.
  iv.  Injured player. (that player only)
  v.   Cautioned player (yellow card) – Coaches choice.

Substitutes NOT allowed:
  i.   Corner kick – either team.
  ii.  Free kick other than Goal kick.
  iii. Opposing team’s throw-in – unless opposing team substitutes.

Game Conclusion:
League Game – No overtime.  After 90 minutes (plus “injury” time), ties stand.
League Cup Froup Game - 1st Round games – No overtime.
League Cup Elimination Round Games – Employ FIFA overtime to obtain a winner.

Red Cards:
If a red card is issued during the game, do not return that player’s ID card to the coach or manager at the end of the game.
Every red carded player’s ID card must be mailed with the referee report to the league/referee address found on the line-up form.
Please provide a lot of detail in the report regarding the reason for the red card.
Under no circumstance should you return the player’s ID card to the coach or manager.
 
Referee’s Report:
The referee’s report is very important and is typically the deciding factor for player/team suspensions and fines – please be thorough.
Complete the report utilizing the Line-up forms at the end of the game.  Use additional paper if necessary to provide enough information.
Make special notes on:
  i.   Yellow/Red cards – Player’s team/name/number and explanation.
  ii.  Sideline issues – team name and explanation.
  iii. Injuries – referee’s report is necessary for insurance purposes.
  iv.  Field condition, Kick-Off time, Uniform problems, etc…

Mail referee report to League address on the Line-up forms including any red cards with the report.  Mail each report as soon as possible – your report may impact player’s eligibility for the following week’s game.
